Electronic administration delayed: launch of the Comprehensive Legal Relationship Register postponed until 2028

The Hungarian Parliament has postponed the entry into force of the provisions governing the substantive operation of the Comprehensive Legal Relationship Register (KJNY) and electronic administration through it from the originally planned date of 1 October 2026 to 1 January 2028. The legislative amendment is due to delays in developing the supporting IT and digital systems.
Until the new electronic administration options associated with KJNY are launched, the existing channels must continue to be used for the matters concerned.
The system is intended to create a single electronic interface through which individuals can access, in one place, specified information on matters including their insured status, entitlement to healthcare services, pension-related contributions and European Health Insurance Card, as well as related administrative services.
This digital reform aims to further digitise the related public services, introduce new IT tools and solutions, and modernise the methods used in administrative processes. In future, the project could enable continuously available, up-to-date and automated administration, with short response times and high availability to support the public in handling social security matters.
